There is no correct amount per groomsman.

Can a T-shirt be the groomsman proposal gift?
Absolutely. The shirt can be the entire ask.
It can literally say WILL YOU BE MY GROOMSMAN?, or you can ask him first and give him a GROOMSMAN, BEST MAN, TEAM GROOM, inside-joke, or completely personal shirt afterward.
Add other things if that sounds fun. You do not need to construct an elaborate proposal around it. A great shirt and the actual ask can be enough.

Does a groomsmen gift have to be something he’ll use after the wedding?
No. Rewear is a bonus, not a requirement.
If you want the shirt to have more life afterward, an inside joke, destination, bachelor-trip reference, great graphic, or less literal wedding saying gives it more runway.
